How to keep Hong Kong's cutting edge

A debate has been raging in Hong Kong over whether it will be
marginalized by the rapid development of mainland cities. The debate
became intense when Hong Kong's Chief Secretary for Administration Rafael
Hui expressed these fears when China's 11th Five-Year Plan (2006-10) was
unveiled.

Hui's fears were aimed more at urging the people in the Special
Administrative Region (SAR) to strive for excellence to maintain the
city's edge as an international financial and logistics hub. In fact, his
fears are not unfounded, for complacency could cost Hong Kong dearly.

Hong Kong has a world-class infrastructure, as do many mainland cities.
Hong Kong is an international port; so are Shanghai and Shenzhen. So the
only real possible advantage Hong Kong enjoys over mainland cities is as
an international financial centre. To maintain that edge, Hong Kong has
to have a workforce that is not only highly educated and well trained,
but also proficient in English. And to all intents and purposes, it is
not going to lose that advantage to any of the mainland cities any time
soon.

That, for all we know, is just one side of the coin.

Now consider this. Hong Kong received more than 23 million visitors in
2005. And more than half of them, or 12.5 million to be precise, came
from the mainland.

Tourism is one of Hong Kong's pillar industries.

Now let's shift to the financial sector. The Ministry of Finance granted
permission to 258 mainland companies last year to invest in Hong Kong, a
58 per cent increase over 2004. The growing investment from the mainland
shows Hong Kong's increasingly important role as the springboard for
companies to expand out of China, Investment Promotion Director-General
Mike Rowse said at the annual spring reception for business leaders of
Hong Kong-based Chinese enterprises. The mainland was one of the biggest
contributors to Hong Kong's direct investment inflow in 2004 with HK$62
billion (US$8.1 billion), a 63 per cent rise over 2003, he said.

What Rowse perhaps left unsaid is that Hong Kong is now more dependent on
the mainland than ever before.

SAR Financial Secretary Henry Tang's 2006-07 budget speech bears that
out. Talking on "Directions for Development," Tang said: "With its rapid
growth and development, the mainland has become the economic engine of
the Asia-Pacific region. Hong Kong is poised to leverage on the strengths
of 'one country, two systems'. "

Furthermore: "For several decades, Hong Kong's economy has been
undergoing structural changes ... our financial markets have ... evolved
into the predominant fund-raising platform for mainland enterprises."

And: "The signing and implementation of the Closer Economic Partnership
Arrangement (CEPA) with the mainland has been the most significant
development in furthering our economic co-operation ... Hong Kong needs a
vast hinterland market ... The implementation of the Pan-Pearl River
Delta (Pan-PRD) Regional Co-operation Framework Agreement has greatly
broadened the scope of our co-operation with the mainland provinces and
regions."

The presence of the mainland in Hong Kong's life is only going to
increase with the passage of time. The people of Hong Kong have made
great contributions and have adjusted themselves well to many changes
over the years and their proficiency in English is one of them.

Since this superiority in English is far from being threatened now,
shouldn't Hongkongers pay more attention to putonghua? For apart from
Hong Kong now being a part (although special) of China, isn't it also
true that it's the mainland where most of Hong Kong's business interests
lie?

Opportunity trumps wealth in Hong Kong

Hong Kong's rich-poor gap has grown to record proportions in recent
years, figures released by the Census and Statistics Department suggest.

The Gini Coefficient, the statistical measure of wealth equality, stood
at 0.533 in 2006. It was 0.518 in 1996. The internationally recognized
alert level is 0.4. This puts Hong Kong ahead of many other developed and
developing economies, including the mainland.

To give readers a better idea of the size of the gap: The biggest earner
in the city last year paid more in income tax than an average worker
could possibly earn in 1,000 years.

These figures sound worrying enough. But they could only be telling half
the story. As Mark Twain said more than a century ago: "There are three
kinds of lies: lies, damned lies and statistics."

I do not use this quote to insinuate that such indexes are created to
mislead the public. But it wouldn't hurt for us to look at these figures
from a different perspective.

To begin with, such indexes have their limitations. As a matter of fact,
there are many other types of statistics available to measure income
equality: the Hoover coefficient, the Coulter coefficient, the Schultz
coefficient, the Kullback-Leibler Redundancy, the coefficient of
variation, middle-quintile share, you name it. Each deals with some
aspects of income inequality while ignoring others.

The index in question - the Gini Coefficient - does not take into account
the different definitions of poverty or purchasing power parity in
different places.

And, as Secretary for Financial Affairs and the Treasury Chan Ka-keung
pointed out in a Legislative Council meeting the other day, the index is
also affected by such factors as the economic, population and family
structure.

For instance, the increasing number of single-parent families has driven
the index up. We must also not forget that many of the new migrants
coming here for family reunions do not have the skills necessary to find
a decent job. A large proportion of the population increase over the past
decade was in this category.

In fact, major cities in Europe and North America are facing the same
situation. New migrants tend to end up in slums and on the lowest rungs
of society.

But even if the widening wealth gap is a reality, is it really as bad a
thing as many people have been led to believe? Is it some kind of sin
that some people are so much richer than others?

At least not in a capitalistic society like Hong Kong.

To put the wealth gap in a positive light: It serves as a motivation for
people to move up the income ladder. It is the very reason people have to
work hard.

The condition of the poor in Hong Kong is hardly comparable to their
counterparts in third world countries. Ample sources of revenue for
government coffers have made it possible for Hong Kong to cast a wide
social security net. People in need are cared for. Starvation is never
heard of in this city. Many of those who choose to sleep on the streets
do so out of their own free will. Children go to school for free.
Government loans are readily available to students who suffer from
financial constraints but want to pursue higher education.

When underprivileged people and their offspring are given the opportunity
to improve their lot and move up the social ladder through hard work, the
wealth gap is not an incurable social ill.

What matters is "equality of opportunity", not "equality of wealth".

Military exhibition attracts hundreds of thousands

Visitors appreciate various military exhibits in an Exhibition on the
Building of National Defense and the Armed Forces in the Military Museum
of the Chinese People's Revolution in Beijing July 29, 2007. Marking the
80th anniversary of the founding of the People's Liberation Army (PLA),
the exhibition showcases the development of the PLA in its 80 years of
history, including advanced military weaponry and logistic outfits of the
army, navy, air force and the PLA's missile troop. The exhibition runs
from July 16 to August 20, and has embraced hundreds of thousands of
visitors.

July 27 - Senior Chinese leaders, including President Hu Jintao, top
legislator Wu Bangguo and Premier Wen Jiabao, visited on Thursday night a
major exhibition marking the 80th anniversary of the founding of the
People's Liberation Army (PLA).
The exhibition in the Military Museum of the Chinese People's Revolution
showcases the development of the PLA in its 80 years of history,
including the advanced military weaponry and logistic outfits of the
army, navy, air force and the PLA's missile troop.
Senior leaders Jia Qinglin, Zeng Qinghong, Wu Guanzheng and Luo Gan also
visited the exhibition.
Listening carefully to staff interpreters, Hu and other senior leaders
occasionally stopped over and inquired about the particular details of
some exhibits.
They were especially attracted by the pictures of former leaders Mao
Zedong, Deng Xiaoping and Jiang Zemin, who paid much attention to the
armed forces and national defense.
Hu showed interest in a group of hero pictures of the army and watched
the simulation of the severe the Yangtze River floods in 1998 when PLA
soldiers rolled up their sleeves to help victims out.
The leaders inquired about the details of intelligent interactive
commanding platform, the simulation system of naval vessels, advanced
logistic outfits and new types of missiles and tanks.
The exhibition is "significant and inspiring", Hu said, adding the PLA,
led by the Communist Party of China (CPC), is an army of the people and a
pillar of the nation.
Eighty years of practice shows that the army has always followed the
CPC's command, served the people wholeheartedly and greatly contributed
to the happiness of the entire nation, Hu said.
The building of national defense and the armed forces has been the main
part of the country's socialist modernization, the president said.
The exhibition runs from July 16 to August 20 and displays a total of 970
pictures and other 1,750 military exhibits on a total area of 6,540
square meters.
August 1 this year marks the PLA's 80th anniversary.

Gansu pollutes Yellow River badly

Chinanews, Lanzhou, July 12 �C The water quality of the Yellow River in
Qinghai Province can be categorized as level 2, quite good, but the
quality of the water sample collected from the same Yellow River in
Baiyin, Gansu Province is at level 5, severely polluted.
About 500 km of the Yellow River flow through Gansu Proince. Along that
part of the river, are many industrial cities, like Lanzhou and Baiyin.
Statistics from Gansu Provincial Ecoenviromental Protection
Administration, Gansu discharges 237 million tons of sewage into the
Yellow River every year. Besides, only 34% of domestic sewage are treated
before being discharged into the river.
A research team sent by the National Committee of the Chinese People��s
Political Consultative Conference, China��s top advisory body, also
confirmed the pollution of the Yellow River caused by Gansu.
In the 10th Five-Year Plan Period (2001-2005), China invested 1.4 billion
yuan to treat pollution in the Gansu Section of the Yellow Rive, and
another 4.97 billion yuan will be invested in the 11th Five-Year Plan
Period (2006-2010). However, it won��t be easy to restore the Yellow
River to its original condition, as the pollution was not caused
overnight.

94 dead in flood-hit south China

BEIJING, July 9 - Floods have left 94 people dead and 25 others missing
in seven provinces in China, a spokesman with the Ministry of Civil
Affairs said on Sunday.
About 16.67 million people had been affected and 555,100 people in
Jiangsu, Anhui, Henan, Hubei, Sichuan, Chongqing and Shaanxi evacuated by
4 p.m. on Sunday.
More than 49,000 houses collapsed and another 240,100 were damaged as a
result of torrential rains which began lashing Huaihe River valley, east
area of Sichuan Province and south area of Shaanxi Province on June 28.
Altogether 1.23 million hectares of farmland were affected, with
agricultural losses estimated at 1.95 billion yuan (about 256.9 million
U.S. dollars) while total direct economic losses could reach 3.83 billion
yuan, according to the spokesman.
Heavy rains also triggered mountain torrents, waterloggings, landslides
and mudflows.

Yuan hits new high against US dollar

July 3 - China's currency, the yuan, hit a new high on Tuesday against
the U.S. dollar, according to the Chinese Foreign Exchange Trading System.
The central parity rate of the yuan, also known as Renminbi (RMB), stood
at 7.5951 yuan to one U.S. dollar on Tuesday, gaining 124 basis points
from Monday's reference rate of 7.6075 to the dollar.

China��s promising military talents

Chinanews, Beijing, July 20 �C When China is about to celebrate the 80th
anniversary of the founding of the People��s Liberation Army (PLA) on
August 1, the Liaowang Weekly recently published an article giving a
comprehensive picture about the generals in today��s China. The article
says that in the Information Era, these military generals not only carry
forward the fine traditions of the PLA, they also excel in making
strategic decisions. Most of them are well-educated and sensitive to the
trends occurring in military fields. They love to test new things and
explore new areas. They grow with a sense of crisis and the sense of
crisis prompts them to learn more in order to become more intelligent and
competent. They make up an important part of China��s military think
tank. They work hard to upgrade Chinese soldiers�� combat capability in
modern times.
Most of the generals are in their 50s and have received education in
colleges. Although they don��t have much wartime experience, they try to
solve problems with constant thinking. Their excellent capability will
bring hope to the Chinese army.
Related survey shows that most of the generals had witnessed the
��cultural revolution�� (1966 - 1976) and experienced social
transformation. Although some of them did not receive formal education in
colleges, their perseverance in learning makes them stand apart from
their college peers.
Originally, most of the generals had received education in junior middle
school, with 87% of them having been educated in senior high schools. In
their later military life, the generals received trainings in at least
two or three military schools or colleges. 81% of the generals have
served as the chief of military departments at corps level. 89% have
worked as chief commanders in field armies. 16% of them have wartime
experiences. Most of them have the dual experiences of working both in
military departments and army units.
This new generation of generals work in army units, provincial military
area commands, military colleges or PLA general headquarters, or in
research, medical or cultural fields. Some of them have become
corps-level officers when just turned over 40. Some are able to
communicate in one or two foreign languages. Some are experts in their
own fields, and some are responsible for doing state-level researches,
and some are academicians.

More than 20,000 century eggs ripened with toxic chemical were seized in
Nanchang, capital city of east China's Jiangxi province on Wednesday,

June 15 - More than 20,000 century eggs processed with toxic chemicals
were seized on Wednesday by staffs from a quality watchdog in Nanchang,
capital of east China's Jiangxi province.
The illegal products were manufactured by an egg processing factory
located in Qianwan village of the city, the Jiangnan City Daily reported.
While inspecting the factory, the quality watchdog officials found
industrial sodium hydroxide, which can cause cancer if eaten, was used to
quicken the pace of the eggs' maturity. All the products steeped in some
70 huge barrels were immediately seized.
Century eggs, also known as preserved eggs or hundred-year eggs, are a
popular traditional Chinese food. It is usually cut into slices or tiny
cubes and made into dishes such as tofu with century egg or century egg
congee, a type of porridge made of rice.
The forthcoming Dragon Boat Festival, which this year falls on June 19,
usually results in a sales peak of egg products.

Old man finishes minisized book

Luo Hesheng, a 64-year-old man from Yangzhou in Jiangsu Province, has
finished copying one of the famous Chinese classical novels "Romance of
the Three Kingdoms" in rather minisized characters. The 60-meter-long
roll took him 4 years. The photos were taken on June 6.

Blue green algae raged through Wuhan

Chinanews, Beijing, June 6 �C Environmental pollution has become a
serious problem in China. Weeks ago, the Taihu Lake in Wuxi was polluted
by a large area of blue green algae that formed after a company threw
pollutants into the lake. Recently, another blue green algae pollution
occurred in Wuhan, causing 100,000 kilograms of fish in a fishery to die.
The owners of the fishery suffered a great financial loss, CCTV
international channel reported.
The owners of the fishery, Xia Xiaofang and four others in Xiajiazui
Village in Caidian District of Wuhan, borrowed 300,000 yuan from a bank
early this year. They used the money to buy some fries to raise in their
fishing pond, hoping that when the fries grew up, they could sell them to
make some money.
Days ago, a torrential rain swept Wuhan. The Tanzhou Pumping Station in
Hanyang District started to open their watergate to release the flood.
Since Tanzhou Pumping Station is located in the same river as the fishing
pond but sits in the upper part, large amounts of rain water spewed into
the fishing pond. The dirty water led to an outbreak of blue green algae
in the fishing pond. According to the estimation of the local
environmental bureau, fishing department and fishermen, at least 100,000
kilograms of fish died in the unexpected incident. The fishermen suffered
from 700,000 yuan of economic loss.

Action plan aims to cut gas emissions

June 5 - China on Monday pledged to cut greenhouse gas emissions as it
unveiled its first climate change action plan but reiterated that it
would not commit itself to quantified reductions as it is "not fair" for
a developing country.
Ma Kai, minister of the National Development and Reform Commission
(NDRC), told a news briefing that it is "too early, too abrupt and too
blunt" for the international community to impose emission caps on China,
whose historic and per capita emissions are much lower than developed
countries.
According to the World Resource Institute, China's cumulative emissions
of carbon dioxide (CO2) from fossil fuel combustion accounted for only
9.33 percent of the world total from 1950 to 2002, says the 62-page
action plan.
International Energy Agency statistics also show that in 2004, China's
per capita CO2 emission from fossil fuel combustion was 3.65 tons, or 87
percent of the world average, it adds.
Ma said the foremost task for China is to "develop the economy and
eradicate poverty", and the international society should respect its
right to development.
"The ramifications of limiting the development of developing countries
would be even more serious than those from climate change."
But he added that China will share the responsibility of mitigating the
effects of global warming with developed countries, which are responsible
for most of greenhouse gas emissions.
The action plan was unveiled two days before President Hu Jintao attends
a summit of G8 industrialized nations in Germany which will focus on
global warming.
The plan, co-drafted by 16 ministries, is the first of its kind in
developing countries, which are exempt from emission caps till 2012 under
the Kyoto Protocol.
It is also a result of China implementing the United Nations Framework
Convention on Climate Change. The program sets three major goals to be
met by 2010:
Reduce energy consumption per unit of gross domestic product by 20
percent.
Raise the proportion of renewable energy in primary energy supply up to
10 percent from 7 percent.
Increase the forest coverage rate to 20 percent from 18 percent.
Key measures to help achieve the goals are also specified: Increase
nuclear power use, promote clean coal technology, and develop biofuel.
The program also calls for international collaboration in technology
transfer and capacity building.
"China is in urgent need of technology for reducing greenhouse gas
emissions," it says.
High-efficiency, low-pollution coal-burning power generation, large
hydropower generation units and new-generation nuclear technologies are
among those in great demand, it says.
Ma said the government hopes developed countries take a more practical
stance to support developing countries in technology transfer.
"We feel that there's been lots of thunder but little rain, lots of talk
but little action," he said when asked if China was satisfied with
technology transfers.
Kishan Khoday, assistant resident representative of the United Nations
Development Program (UNDP) in China, commended the program for providing
"a key channel" for the Chinese government in coordinating action to
address climate change.
Khoday, also a team leader of the energy and environment program, added
that the UNDP will launch a new project with the NDRC in August to help
provincial governments better implement the program locally, starting
with big cities.

Individual businesspeople become vulnerable group

Chinanews, Beijing, May 30 �C Individual business people were once envied
by society when China first kicked off the reform and opening-up. To many
people, those people became rich ahead of most other people in China's
economic reform. However, this group has also become the heated topic in
society. Once the government also issued some policies to support their
development. Through years of work, some of them began to start up their
own business and became managers of private-funded companies, said an
article in the Bimonthly Talk magazine.
What is the fate of these private company managers? In fact, many of them
now have a hard time running their business. The heavy tax placed on them
and the rapid development of supermarkets and retail markets make their
business environment become harsh. Most of private companies find it
harder to make profits than before. Over time, they become the vulnerable
group in society.
Information shows that at present, the number of individual
businesspeople is declining sharply.
This situation will not only damage the long-term development of the
Chinese economy, it will also make the unemployment problem become more
serious since at one time, the prosperity of private economy had helped
created a large number of job opportunities and solve China��s
unemployment problem more or less, said Gu Jun, a professor from Shanghai
University.
Individual businesspeople now have a hard time living, which, in part, is
the result of social development, said Shi Lei, a professor at Fudan
University.
When China first launched the reform and opening-up, many individual
businesspeople worked in the service sector. Many businesspeople in the
sector made rapid development since at that time, Chinese service sector
was lagging far behind. However, as society grew, more and more large
companies emerged in this sector. These companies offered better service
and they were also more reliable compared with those individual
businesspeople. As a result, new companies grew larger and they gradually
squeezed individual business people out of the market. In order to
survive in the market, individual business people should establish their
credibility, which was actually a hard thing to do because this would
increase their operational costs, Professor Shi said.
On the other hand, the failure of individual businesspeople has also
resulted from their own problems. As modern economy develops, many
industrial standards are set up in China. These industrial standards have
become the norms to judge the product quality or the quality of services
in any particular industrial sector. However, the product quality or the
quality of service provided by individual businesspeople varies greatly,
which makes customers think that their products or services are, on the
whole, unreliable. In the end, fewer and fewer people will buy their
products or services, the professor noted.

Blue Book predicts 8.9% growth of GDP

Chinanews, April 24 - The Chinese Academy of Social Sciences predicts in
its recent Spring Economic Blue Book that China's GDP growth will slow
down to 8.9% this year. Total fixed asset investment will reach 8,440
billion yuan (about 1,020 billion US dollars) comprising an increasing
proportion of GDP, to which the Book suggests more attention should be
paid. Consumption will still grow steadily and price levels will continue
to increase. Inflation pressures still exist and will not be ignored.
The Blue Book urges that special attention be paid to two macro-economic
control issues this year: preventing the rebound of fixed asset
investment and reducing the pressure of price increases.
