US piracy case will harm trade ties: China

Apr.25 - US-filing complaints to the WTO over alleged commercial piracy
in China will "badly damage" cooperation, Vice Premier Wu Yi warned on
Tuesday, saying that China has made great strides in protecting patents
and copyrights.
Earlier this month, Washington launched two cases at the World Trade
Organization claiming that China was not doing enough to punish illegal
copiers of films and music and that its restrictions on entertainment
imports violated trade rules.
Beijing has denounced Washington's move and Madame Wu, who heads the
country's economic dialogue with Washington, bluntly warned that the
complaints would damage bilateral trade ties.
"The United States Trade Representative, the USTR, has totally ignored
the massive strides China has made," Wu told an intellectual property
forum in Beijing.
The US action "flies in the face of the agreement between the two
countries' leaders to propose dialogue as a way of settling disputes," Wu
said, adding that never before had a WTO member simultaneously mounted
two cases against another country.
"This will have an utterly negative impact and will inevitably badly
damage bilateral intellectual property cooperation," she said, while also
warning it would "harm" cooperation over market access issues.
"The Chinese government is extremely dissatisfied about this, but we will
proactively respond according to the related WTO rules and see it through
to the end," Wu said.
On Monday, China sought to demonstrate its determination to stop piracy
by releasing an intellectual property action plan.
Last year, the country formally joined the World Intellectual Property
Organization Copyright Treaty and the WIPO Performances and Phonograms
Treaty. On July 1, 2006, it also implemented regulations on the
protection of the right of communication through information networks.
China will also draft and implement 14 laws on intellectual property
rights and usage, and issue explanations and guiding policies for
handling IP violation cases, according to a government notice.
Wu defended China's record of combating piracy, pointing out that 988
people were arrested for IP infringement last year and that courts heard
6,441 IP cases.
"Over the last few years, the amount of manpower and work that China has
put into protecting intellectual property rights and the results that
have been achieved, have been unprecedented," she said.
"Every year we have nationwide events to protect intellectual property
and we have always kept up the pressure on the pirates. The effects of
this clean-up get better every year."
However, Wu admitted a lot of work lay ahead.
"At the moment, China's burden is heavy and the road is long, with
relatively little of its own intellectual property, weak competitiveness,
continuous piracy disputes and a prominence of fake products," she said.

Top religious official mourns late senior bishop

Apr.22 - A senior Chinese religious affairs official has praised the head
of the country's Catholic church Fu Tieshan, who died on Friday, as an
"outstanding patriotic religious leader".
In an article published on Sunday, Ye Xiaowen, director of the State
Administration of Religious Affairs, said he felt "gravely sad" at Fu's
death, even though he had prepared for the news since hearing that the
76-year-old bishop was chronically ill.
Fu, chairman of the Chinese Patriotic Catholic Association (CPCA), acting
chairman of the Bishops Conference of the Catholic Church of China
(BCCCC) and bishop of the Beijing Catholic Diocese, was also
vice-chairman of the Standing Committee of the 10th National People's
Congress (NPC), China's top legislature.
"Fu's health has been bad since last year," Ye said, adding that he
visited Fu almost every week, mostly in hospital, to seek advice on
religious affairs administration and the development of Catholic church.
Ye said Fu was deeply concerned about the development of young clergy and
the direction of China's Catholic church development.
"Fu told me that China's Catholic clergy were on the point of making way
for a new generation and it was important to train outstanding young
clergy and bishops with high moral and professional standards," Ye said.
Fu urged Ye to ensure consistent support from the government and the
central authorities of the Communist Party of China for the growth of
young clergy, in order to guarantee the succession for China's Catholic
church, according to the official.
Ye remembered Fu's devotion to the church even in his last days.
"Bishop Fu gave his life for the motherland and for his beloved religion.
He carried out his religious mission with selfless passion for the
country, for the people and for the church," Ye said.
Fu was born in Qingyuan County, north China's Hebei Province, in November
1931. He studied philosophy and theology in Beijing's monasteries and
became the first ordained and consecrated bishop after China began the
reform and opening-up policies.
At the weekend, Beijing's southern Catholic church, among many others,
hosted large crowd at mass for congregations to mourn their senior bishop.
Bishops, clergy and Catholics from around China expressed their
condolences.
"The bishop was a person of great virtue and prestige. He performed his
duties with honor and devoted his life to preaching the gospel in China
with a patriotic heart," said CPCA vice chairman Liu Bainian.

railway in China, the Guangdong-Hainan Railway, was opened to traffic on
April 18, when the first trains to Guangzhou, Shanghai and Beijing from
Sanya of Hainan Province started their journey.
Hainan has long been famous for its rich mineral resources and various
agricultural products, and also the industrial equipment and electric
appliances made there. However, the backward traffic between the island
and the mainland had limited the potential of Hainan.
Guangdong-Hainan Railway is a vital part of the railway network in China
as it links Hainan with Beijing-Kowloon Railway�� Beijing-Guangzhou
Railway, and Nanning-Kunming Railway.
It can be estimated that the tourism industry of Hainan will benefit
greatly from the opening to traffic of the railway, too, since railway
freight is much cheaper than air freight. In 2006 alone, 15 million
tourists visited Hainan, and the figure has kept growing at an annual
rate of 24%. It is said that 75% of Beijing, Guangzhou and Shanghai
residents wish to visit Hainan, but the expensive air travel fare in the
past prevented many of them from doing so. Another survey reveals that
the island is the favorite resort for Beijing and Shanghai travelers.
"The railway offers travelers a secure, economical and timely way to come
to Hainan, which will boost the marketization of local tourism," said
Yang Zhekun, the director of the Hainan Institute of Tourism .

Apr.12 - China said on Wednesday that the attempts of some people to
boycott the Beijing Olympic Games as a protest against its policy on the
Darfur issue are doomed to fail.
People who harbor such attempts are "either ignorant or ill-natured",
Assistant Foreign Minister Zhai Jun told a briefing Wednesday afternoon,
a day after he concluded a four-day visit to Sudan as special envoy of
the Chinese government.
"These people's remarks run against the spirit of the Olympics and the
universally accepted principle of non-politicalization of sport, and
their attempts challenge the will of the people in the world," he said,
adding he believes the Games will be a great success next year.
Zhai also said he does not think China's reputation will be marred
because of the Darfur issue or its good relationship with Sudan.
He said China keeps fairly positioned in international affairs and always
plays a positive role.
It was because of China's crucial role that Sudan accepted in principle
the peace plan over the Darfur issue put forward by former U.N chief Kofi
Annan, he said.
During his stay in Sudan, Zhai held meetings with Sudanese President Omer
al-Bashir and high-ranking government officials. He also paid a one-day
visit to Darfur, touring three refugee camps.
Zhai's trip was China's latest efforts to seek a peaceful solution to the
Darfur issue.
"China will continue to play a constructive role in helping resolve the
Darfur issue," he said.

Stock market fever better than real estate fever, expert

Chinanews, Shanghai, Apr. 11 �C China should guide excessive capital to
flow into the stock markets. The government's proper industrial policies
and the operation of the capital market can boost industrial
restructuring and help upgrade the competitiveness of the national
economy, said Wang Xiaoguang, head of the Economic Situation Analysis
Department from the Macroeconomic Research Institute under the State
Development and Reform Commission, the Shanghai Securities Journal
reported.
He made the statement while attending a senior forum on capitalization
management for listed companies held in Beijing.
Since 2003, investment capital supply has always exceeded the demand.
Last year, excessive liquidity in investment market reached 815 billion
yuan and according to related researches, 92% of this excessive capital
had flowed into the real estate market, mostly in Beijing, Shanghai,
Guangdong, Jiangsu and Zhejiang. While the GDP of these five regions
accounted for 35% of the national GDP, the capital amount put by these
five regions in the real estate market accounted for 71.7% of China's
total capital amount in the real estate market.
Based on the past experiences of the United States and Japan, Wang said
stock market fever was actually better than the fever in real estate
market. By developing the stock markets with this excessive capital,
China can upgrade its industrial structure. The government's industrial
policies can function together with the operation of stock markets and
they two can promote the development of heavy chemical industry,
equipment manufacturing industry and modern manufacturing industry, which
will become the future trend of industrial upgrade. In the end,
industrial upgrade can raise the competitiveness of the national economy,
Wang said.

Plastic Surgery Street in Taiwan

Chinanews, Apr. 12 - A "plastic surgery street" has emerged in the
eastern district of Taipei. Clinics on the street open and close, but
their numbers probably exceed 40. Judging from the consumption of water
bags used in breast augmentation, half of Taiwan's breast augmentation
procedures were done here.
According to Taiwan's media, taking section 4 of the Dinghao commercial
circle in the Chung Hsiao East as the core, the "plastic surgery street"
on the eastern district extends towards the east along the Dun Hua South
Rd, Shinyi Rd., Jen-Ai Rd and Fu Hsin South Rd.
Near the Dinghao commercial circle, one can see numerous billboards
advertising plastic surgery, cosmetic surgery, skin and anti-aging
treatment. Liposuction, nose augmentation, double eyelids, breast
augmentation, laser, osteopathy, diamond microdemabrasion, Alpha-Hydroxy
Acid skin rejuvenation as well as anti-aging treatment are all plastic
surgeries that can be performed on this street. Even traditional medical
clinics now offer cosmetic procedures such as laser treatment, starting
two years ago.
Those taking plastic surgeries range from actors, bosses to those in
unusual lines of work. These clinics offer almost 24-hour service and
doctors are on call at any times.

Japan told to face up to history

BEIJING, April 13 - Premier Wen Jiabao told Japan yesterday to "face up
to history" and admit to the tremendous suffering it inflicted on people
in China, Asia and the rest of the world during World War II.
Wen also said Japan should reflect on the widespread protests throughout
Asia over the last weeks.
In Beijing, Foreign Ministry spokesman Qin Gang told yesterday's regular
media briefing that the protests were "totally spontaneous", saying they
were prompted by the Chinese public's dissatisfaction at "the bad
practice and attitude adopted by the Japanese side on its history of
aggression."
"What I want to stress is that they (the protests) are not targeted
against the Japanese people," Qin said.
The spokesman said the Japanese side must seriously and properly handle
the history of Japanese aggression against China and other major issues
of principle bearing on the feelings of the Chinese people.

Steel makers to suffer heavy losses

Chinanews, Mar. 24 - Yesterday, the State Information Center predicted in
its report that due to the upcoming 71.5% price hike of imported iron ore
in April, China's steel producers would face increasing pressure to
increase their prices. Small and medium-sized companies would be the
biggest victims.
According to this report, China's steel producers shoulder a total
additional cost of 20 billion to 30 billion yuan, accounting for 20% to
30% of the steel industry's total profit. Small and medium-sized steel
makers and other steel-related enterprises such as machine, ship car and
container manufacturers would be in bigger risk of profit decline.
China currently has a vigorous demand for steel, particularly high
quality steel sheets. Meanwhile, domestic steel prices are still lower
than those of the international market. Therefore, several large
producers with advanced technologies are able to produce more top-grade
goods and avoid big losses by raising their steel prices, thereby

enterprises. However, most of China's small and medium-sized steel
makers, weak in finance and risk management, mainly produce low-grade
steel for architectural use; they have to bear profit losses instead of
shifting the cost hikes to their customers.

The Jiaochangkou-Xinshan Village light-rail line in Chongqing
Municipality is one of the ten first-phase key projects for the
development of western regions. The line crosses the long and narrow
Yuzhong Peninsula between the Changjiang River and Jiangling River with a

SOEs blossom overseas

Chinanews, Beijing, Mar. 18 (By Jia Quanxin) - In line with China's
"Going Out" strategy, total overseas assets of central state-owned
enterprises (SOEs) have reached 629.9 billion yuan (US.1 billion).
At present, there are 693 overseas-registered central SOEs and overseas
direct subsidiaries of central SOEs with a workforce of around 210,000.
These SOEs involve total overseas assets of 629.9 billion yuan (US.1
billion), net assets of 287 billion yuan (US.7 billion) and owner's
equities of 226.4 billion yuan (US.37 billion).
Huang Shuhe, vice-minister of the State-owned Assets Supervision and
Administration Commission (SASAC), pointed out that China's SOEs would
invest in a wider area overseas and that they would establish more and
more overseas branches. Overseas-registered central enterprises will
increase as China continues to deepen the "Opening-up" policy and
actively realizes the "Going Out" strategy.

On the afternoon of Mar.10th, a group of French participating in the
"City Tour" of Shanghai remained unsatisfied after visiting the stone
gates of Xintiandi. They told the tour guide that they wanted to see
stone gates where Shanghai residents lived. The tour guide satisfied
these French friends by taking them to the lanes near Ji'an Road where
they could see engraved railings in the Minguo style of the Qing Dynasty
(AD 1616----1911), dooryards where old Shanghai women were busy washing
vegetable and clothes, lanes nearly 100 years old and bicycles, the
vehicle of every household. At the sight of stone gates carved in the
French style but with Chinese characteristics, the foreigners were so
speechlessly overjoyed that they could do nothing but press their shutter
buttons again and again.

IBM-Lenovo deal clears security hurdle

Mar. 9 - A US government panel has cleared the deal for China's Lenovo to
acquire the personal computer operations of IBM.
International Business Machines Corp. and Lenovo Group Ltd. of China made
a joint statement Wednesday that the Committee on Foreign Investment in
the United States (CFIUS), an interagency panel that can block mergers
for national security reasons, had cleared the deal.
Lenovo, China's largest personal computer maker, will manufacture PCs for
the global market with the IBM name under the deal signed last year. This
will include IBM's "ThinkPad" notebook computers.
Lenovo paid some 1.75 billion dollars under the deal, which underscores
the move toward lower-priced PCs.

BEIJING, March 5 - China will step up its regulation on economic
operation and offer more support to boost farmers' income in 2005,
according to a report on planning submitted for deliberation to members
of China's parliament, the National People's Congress, Saturday.
The report, for the first time not read out at the NPC session,has two
parts, one summing up the implementation of the 2004 plan and the other
outlining main tasks for 2005.
On socio-economic development of 2004, the report said China's economy
has been growing relatively fast and stable, and weak points of
industrial growth, including energy, were strengthened.
New progress has been made concerning the development in its vast western
regions and renovation of the northeast industrial base. More economic
reforms, including banking system reforms, were carried out and China's
foreign trade surpassed 1.15 trillionUS dollars, a historical high.
While progress was made in areas of science and technology, education,
culture and public health, new steps were taken to protect environment
and wild species.
A total of 5.10 million urban laid-off workers were re-employedand
farmer's actual income grew 6.8 percent from a year ago.
The report acknowledged shortcomings in economic macro-control and
difficulties in boosting grain production and farmers'
income.Environmental problems, pressure in employment and growing gap in
income between rural and urban residents were mentioned before thereport
moves to the planning of 2005.
The economic growth rate for 2005 is set at around eight percent. The
government will try to re-employ another 9 million laid-off urban
residents and keep consumer price index at four percent, according to the
report.
The foreign trade volume is aimed to grow 15 percent and urban residents'
income to increase by about six percent while farmers' income some five
percent.
Science and technology, education, culture, public health and sports
should have new progress while pollution of the environmentshould be more
effectively curbed.
The government should also keep a lower birth rate of China's population.

BEIJING, Mar.1 - Non-fossil energy sources, including wind, solar power
and thermal power, will make up a bigger share of China's energy
resources under a new bill passed yesterday encouraging use of renewable
energy.
Members of the Standing Committee of the National People's Congress (NPC)
approved the Law on Renewable Sources, which upholds renewable energy as
a priority in China's energy strategy.
"The development and use of renewable energy has special importance
because China is a developing country with severe energy shortages,"
Standing Committee member Li Congjun said at a discussion on Saturday.
The new law, effective next year, provides a host of practices to ensure
that renewable energy can be produced, marketed and used.
It orders power grid operators to purchase "in full amounts" resources
from registered renewable energy producers within their domains. It also
encourages oil distribution companies to sell biological liquid fuel on
the sidelines.
According to the law, power grid operators should buy
renewable-source-generated power at directed prices calculated by the
government. The extra costs incurred by this will be shared throughout
the overall power network.
The law also offers financial incentives, such as a national fund to
foster renewable energy development, and discounted lending and tax
preferences for renewable energy projects.
"It requires huge inputs of money and talent to develop renewable energy,
especially at the budding stage, so the incentives from public coffers
are very necessary," said Chang Jingwen, a law researcher with the
Chinese Academy of Social Sciences in Beijing.
It usually takes three reviews before an act goes to a vote. But this one
was passed after the second round, with senior legislators acknowledging
the vital need to get the nation on a sustainable energy fast track amid
worries about the country's worsening pollution problems, chronic energy
shortages and increasing reliance on imported energy sources.
Official data show China's per capita possession of oil reserves is about
10 per cent compared to the world average.
Power is still unavailable in 20,000 or so remote villages housing about
30 million people.
About 60 per cent of China's 768 million rural residents still use open
fires to cook on or heat their homes, creating serious pollution and
health problems, while damaging vegetation.
The NPC Standing Committee also passed a fifth amendment to the criminal
law yesterday at its concluding session, altering rules on
credit-card-related offenses as well as adding a charge on damaging
military facilities.
The committee also issued a decision on expert testimony. It ruled that
expert testimony agencies should be transformed into independent civil
services, rather than subordinate to judicial departments as they are now.

SNDA acquired 19.5% of Sina

Chinanews, Shanghai, Feb. 19 (By XU Xiaoqing) - Before dawn this morning
(Beijing Time), Shanda Interactive Entertainment Limited (SNDA),
currently China's biggest online game operator, sent email from its
Shanghai offices to the media announcing the company's acquisition of
19.5% of the ordinary shares of Sina Corporation (Sina).
It is learnt that in accordance with US securities laws, SNDA has filed a
Schedule 13D statement (beneficial ownership declaration) with the U.S.
Securities and Exchange Commission (SEC), reporting the acquisition as
well as other information that is required in the Schedule 13D statement.
SNDA has declined further comments on the issue up to now.
It is worth noting that about a month ago, Chen Tianqiao, SNDA's
President and CEO, revealed at a small press conference in Shanghai that
in regards to its acquisitions, 2004 was just the beginning, and if the
company did not grab the best opportunities and expand rapidly, it would
undoubtedly regret three years later. What is certain is that Chen
anchors SNDA's acquisition strategy on the principle of selecting from
among its existing and potential rivals in the interactive entertainment
industry, both locally and abroad.
A special news commentator for Sina predicted that if SNDA's acquisition
of Sina goes through, it would usher in a new restructuring in the
mainland's online media industry.

Chinanews, Feb. 15 - China National Offshore Oil Corporation (CNOOC)
revealed a few days ago that its planned net output from Chinese coastal
waters should reach 141 million to 146 million barrels of oil in 2005, an
increase of 19% over last year's output of 118 million to 123 million
barrels.
2005 is regarded by many as the key year for CNOOC to increase its oil
output. Over the next two years CNOOC's 16 development projects will be
put into operation. In particular, 9 new oil fields will commence
operation in 2005, which will set a record for increases in planned
projects in one year. In addition, CNOOC's exploration budget will
continue to hold at the level of 260 million US dollars. Its near-shore
exploration will mainly focus on the reserve prospects of new fields and
deep water blocks, while the substitution rate of reserves is expected to
reach 150% this year.
CNOOC currently carries out its extraction, development and production in
four areas of China's coastal waters, including the Bohai Sea Gulf, the
Western and Eastern South China Seas, and the East China Sea.

It was estimated that China's economy would see a growth of 8.8% in 2005 and achieve a successful soft landing. Lehman Brothers held the 2005 Global Economic Forum in Beijing today. Its chief global economist, chief European and Asian economists and other senior management discussed the prospect of the global economy and currencies in Beijing. In terms of China's economy, Lehman Brothers believed that the government's macroeconomic controls proved effective, so far showing no evidence that the economy was growing at a speed that could not be sustained. The country still had much room for productivity growth, and the realization of this potential would depend on factors such as foreign direct investment, progress of financial reforms, restructuring of state-owned enterprises and urban employment of the migrant population. However, Asian senior economist Rob Subbaraman warned that the country's aggregate investment accounted for nearly half of its GDP, probably a sign of over-rapid growth. Furthermore, policy adjustments could no longer satisfy the rapid growth of an economy that is becoming more market-oriented. Gigantic tugboat in service in Rizhao Port

This tugboat, at the cost of 29 million yuan, was the largest and most
powerful amongst China's coastal ports. As the most advanced tugboat in
China, it was made of advanced equipment from other countries, such as
Japan, Finland, South Korea and the US. It will be able to serve the
deep-water berth of the Rizhao Port and for at least over 30 years. This
digitally-controlled ship is 38 meters long, 12.5 meters wide and 4.8
meters deep. It can reach a speed of 13.4 nautical miles per hour, with
65 tons of straight pulling power and 60 tons of astern power.

Province were lining up the clay chickens in Song's home. The tourism
administration in Jun County specially ordered over 2000 sets (pieces) of
clay chickens of exquisite workmanship as part of its efforts to promote
tourism in Jun County, and will present them to tourists during the
temple celebrations during Chinese New Year. Meanwhile, depending on
their respective designs, one can produce all kinds of sounds with one's

On the morning of January 20, two young Beijing women came to the
exhibition hall of the China World Trade Center to attend the 3rd Beijing
International Exhibition on Stadium and Arena & Sports Infrastructure
Supplies and Services. From the Ticketbull ticket dispenser, they both
went through a simulation of purchasing admission tickets for the 2008
Beijing Olympics opening ceremony which will be held at the National
Indoor Stadium. With snapshots of the purchasers attached to them, the
tickets were at a price of more than 1,000 yuan. The exhibition brought
together many well-known Chinese and foreign electronic service
enterprises and stadium and arena vendors.

China's CPI to rise 3.28% in 2005

Chinanews, Jan. 16 - A recent report from the Research Bureau of the
People's Bank of China predicted growth of China's consumer price index
(CPI) to be 3.28% in 2005. Growth of CPI in each quarter was expected to
be 3.8%, 3.5%, 3.2% and 2.7% respectively compared to corresponding
quarters in 2004.
According to the report, price adjustments in public services would
continue to push the CPI higher. Firstly, there would be big pressure to
adjust prices of water, electricity and fuel supply. Secondly, prices of
public services in many places have been set too low and there would be
pressure for price increases in urban transportation, medical services
and tickets to tourist spots.
The report pointed out that the producer price index (PPI) impacts the
CPI in a gradual manner. Changes in the PPI may not lead to prompt, full
scale CPI changes in the short term. However, more than 90% of the impact
would occur within fifteen months and the full effect of the PPI on the
CPI would basically take about twenty months.

A Beijing-based environmental protection solutions company said on
Wednesday it had been approved to be listed on the Tokyo Stock Exchange
(TSE), making it the first Chinese company to be listed in the main board
section of the TSE.

China Boqi Environmental Solutions Technology (Holding) Co Ltd, a major
provider of desulphurization technologies and water treatment equipments,
said its shares were likely to begin trading on August 8.

"The company has cooperated closely in technology with Japan's Kawasaki
Heavy Industries Ltd and the Chiyoda Corp, and it expects good financing
prospects in Japan," said Ma Zhuo, vice president of the Beijing Bootes
Electric Power Sci-Tech Co Ltd, a subsidiary of Boqi.

Ma said the approval showed that Chinese environmental protection
companies are receiving increasing recognition in the international
finance market, adding the company would develop further resource-saving
technologies after the listing.

China Boqi Environmental Solutions Technology (Holding) Co Ltd, was was
established in December, 2003. Last year, it reported a total net profit
of 132 million yuan (US$17.36 million).

The Tokyo Stock Exchange is the largest stock exchange market in Japan,
and its stocks businesses make up 80 percent of total stock dealings in
the country.

her Beijing home for her favourite fix.

The search took her to Nanjing, Jiangsu province, last year, where
celebrated French chocolatier Debauve & Gallais had its only presence on
the mainland, at a sales counter in a swanky hotel.

The prices were outrageous: 100 yuan to 180 yuan for a chocolate bar;
1,000 yuan for eight white chocolate golf balls; and 2,100 yuan for a box
of truffles.

Ms Cai spent 360 yuan for an 80-gram box of pistoles - coin-shaped dark
chocolates bearing the name of Parisian aristocrat Marie Antoinette, a
fan of their wares. The cocoa content was up to 99 per cent, indicative
of the highest grade.

"You can't possibly find the true dark chocolate in any other place in
China," said Ms Cai.

Her second trip to acquire the chocolate of choice for French kings Louis
XVIII and Charles X and literary giants like Marcel Proust was a lot
closer to home after the 207-year-old Parisian chocolatier set up a booth
on the ground floor of Beijing's World Trade Centre in December.

That time Ms Cai bought ecrin - a box of 24 assorted chocolates - for
1,200 yuan.

On her third visit, she plunked down 2,200 yuan for incroyables - a box
of 40 pieces of dark chocolate mixed with nougatine, roasted almond
grains cooked in caramelised sugar. Napoleon was so infatuated with their
bitter-sweet flavour that he once ordered 2,000 boxes, but production is
now limited, with only 1,000 sold globally each year.

"Mine was No302," Ms Cai said. "I felt I belonged to a very special club
and had a great sense of satisfaction."

Ms Cai offers a glimpse of the mainland's emerging middle-class, which is
choosing to consume upmarket goods and cultivate expensive hobbies. Their
shared consumption patterns are a key part of an evolving elite culture.

Unlike their parents' generation, in which consumer choices are guided by
practicality, the new middle-class urbanites are more concerned about the
invisible values their purchases represent.

"A lot of prestige- and honour-buying is going on in China," said Guo
Liang , assistant professor of marketing at the Hong Kong University of
Science and Technology.

Central Huijin to merge into new forex investment agency

China plans to merge Central Huijin Investment Co Ltd, the central bank's
investment arm, into the country's new foreign exchange investment
agency, Securities Daily reported today citing a senior central bank
official.

The new agency, tentatively called the State Investment Company, will
operate on a "commercial basis," said Wu Xiaoling, vice governor of the
People's Bank of China, the nation's central bank, at the First Annual
China Bankers Forum 2007, held over the weekend in Shanghai.

This is the first time that a senior bank official announced the
development direction of Central Huijin.

In the future, Central Huijin will become a wholly market-oriented
investment company to operate the national capital, Wu said.

Huijin was established in 2003. It has already used part of the foreign
exchange reserves to recapitalize major State banks and other State-owned
financial institutions.
